Two months later, progress and discovery in Shulbinsk
In May 2010, mentors and administrators at the regional orphanage in Shulbinsk, Eastern Kazakhstan, participated in an intensive five-day professional development training as part of the “Youth Development in Shulbinsk” project coordinated by the AES Group of Companies in Kazakhstan and Eurasia Foundation of Central Asia (EFCA).

The Center for Education and Career’s first graduating class receives work papers
In June 2010, 33 orphans at the regional orphanage in Shulbinsk, Eastern Kazakhstan, received professional certificates after completing three-month vocational courses in sewing, cooking, and hairstyling. The courses were organized by the Center for Education and Careers, a joint project of the AES Group of Companies in Kazakhstan and the Eurasia Foundation of Central Asia (EFCA).

In February of 2010 Youth Bank Activ issued the first grants of 60,000 tenge to initiative groups from Taraz, Kostanai, Uralsk and Ust-Kamenogorsk for implementation of social programs for youth.

Every year in Kyrgyzstan budget allocations for education are cut. For example, in 2009 the budget allocation for education shrank by 20% in comparison with 2008. As the population’s income falls, the value of education grows. In particular, in 2009 the Kyrgyrz Ministry of Education and Science issued an law increasing the minimum price of contract training, which must now be no less than 15,000 som each year. In comparison with last year it has increased twice.

Fifteen teachers of Afghanistan primary schools improved teaching skills, and Afghanistan schools received specially designed study guides on five subjects within the framework of the project “Professional Trainings for Teachers of Afghanistan” implemented by Eurasia Foundation of Central Asia (EFCA) under the financial support of the Norwegian Ministry of Foreign Affairs.

In Kyrgyzstan it is estimated that there are 20 thousand children with disabilities up until 18 years. In the Issyk-Kul region there are five functioning children’s homes, and each one houses from 30 to 60 children with disabilities.

A charitable evening was held at the Hyatt Regency Hotel on 27th November in order to collect money for 130 children with disabilities in Issyk-Kul. The evening was organized by the Eurasia Foundation of Central Asia (EFCA) with the help of the US Agency for International Development (USAID), Kumtor Operating Company, The Soros-Kyrgyzstan Foundation, FINCA, BMI Airlines and many other commercial and non-commercial organizations working in Kyrgyzstan.

The organization “Kelechek – Sary-Kol” was set up on December 3, 2006, in Issyk-Kul and officially registered as a public association by the Local Justice Department on August 15, 2008.The goal of PA “Kelechek – Sary-Kol” is to help with the rehabilitation and integration of people with disabilities into society. Eighty people with disabilities are currently under its care. There are 26 children among them who are unable to attend school for various reasons. The organization is currently working on rehabilitation and protecting the rights of these children.
